Fox 32 interviewed Dan Cooper, Ph.D., about his latest project, Chicago's Million Dollar Blocks, which tracks how much is spent on incarceration for each block in the city. The site makes a case for justice reinvestment, which includes mental health services and addiction treatment programs.

“I think you can cut and use some of those savings to reinvest into programs. Because they're all cheaper than locking people up and more cost effective,” said Cooper.

Dr. Cooper is an expert in community development and co-executive director of Adler University's Institute on Social Exclusion.
