The Washington Post interviewed Dan Cooper, Ph.D., about his latest project, Chicago's Million Dollar Blocks, which tracks how much is spent on incarceration for each block in the city. The site makes a case for justice reinvestment, which includes mental health services and addiction treatment programs.

"People hear that there’s a very big violence problem in Chicago, but nobody’s really talking about the drivers of it," says Cooper. "Nobody’s asking the question, Why are there shootings in the first place? What’s further upstream? What are the bigger determinants of this problem?”

Dr. Cooper is an expert in community development and co-executive director of Adler University's Institute on Social Exclusion.
