Grace Hou is the Secretary Designate at the Illinois Department of Human Services (IDHS), appointed by Governor J.B. Pritzker in February 2019. Ms. Hou served as the Assistant Secretary at IDHS from 2003 to 2012.

Prior to being appointed Secretary, Ms. Hou was the President of The Woods Fund of Chicago. The Woods Fund of Chicago is a bold grant-making foundation that finds and funds projects which draw upon the power of communities to fight the brutality of poverty and structural racism.

Ms. Hou’s career has been dedicated to systems improvement through public policy change, social services provision, community organizing, education, and now, philanthropy.

Grace is also a board member of Chicago Public Media and the Community Memorial Foundation. She has been the recipient of numerous awards and fellowships, including Chicago Women in Philanthropy’s 2018 Making a Difference Award, the Illinois Coalition for Immigrant and Refugee Rights' 2012 Building the American Community Award, the Monsignor Romero Award, Asian American Institute's 2005 Milestone Award, Action for Children's 2008 Individual Champion Award, and the United African Organization Distinguished Public Service Award. She is a 2001 Leadership Greater Chicago Fellow, and a 2002 German Marshall Fellow.
